Notice on Doing a Good Job in Safety Production of Housing and Municipal Engineering in the City before and after the Spring Festival in 2025
Each county-level city (district) housing and construction bureau (committee), Suzhou Industrial Park Planning and Construction Committee, and relevant units:
In order to further implement the requirements of the province and city on strengthening safety production work, effectively carry out the safety production work of housing and municipal engineering in our city during the Spring Festival in 2025, strengthen the identification and control of safety risks and the investigation and rectification of hidden dangers, and effectively prevent and curb the occurrence of production safety accidents, the relevant work requirements are hereby notified as follows:
1、 Comprehensively carry out pre holiday safety hazard investigation
1. Self inspection by the enterprise. Each construction, construction, and supervision unit of the ongoing project should strengthen on-site management efforts. Before and after the Spring Festival, in accordance with the relevant work requirements of the three-year action plan to tackle the root cause of safety production in housing and municipal engineering, enterprise leaders should lead safety production inspections. Resolutely eliminate the phenomenon of exceeding the deadline and blindly rushing for the construction period, and carry out pre holiday safety hazard investigation and rectification work for major accident hazards, critical parts, weak links, as well as sub projects with high risks such as deep excavation, installation or dismantling of lifting machinery, and pouring of tall formwork, to ensure construction safety. Strengthen fire safety management in densely populated areas, enhance education on safe use of electricity for winter construction for employees, strictly implement the online approval system for hot work operations, and equip emergency materials for cold, frost, and anti-skid protection.
2. Territorial inspection. Housing and construction departments in various regions should combine the "Suzhou Construction Safety Management System" to organize comprehensive online and offline safety production hazard inspections for all ongoing projects within their jurisdiction, including personnel on duty, enterprise self inspection, and hazard closure. At the same time, they should urge projects to do a good job in civilized construction management on construction sites.
3. Municipal inspection. The Suzhou Housing and Urban Rural Development Bureau will conduct special inspections on the safety production situation of various engineering projects (see Annex 4 for inspection groups, and the inspection time will be announced separately).
2、 Effectively strengthen duty during holidays
1. Each participating unit of the ongoing project shall strictly implement the safety duty and information reporting system during the holiday period, and designate a dedicated person to be on duty. Before the project shutdown and vacation, the list of on duty personnel should be submitted to the local engineering safety supervision agency for archiving. During the holiday season, duty personnel should conscientiously fulfill their duties, strictly abide by duty discipline, and ensure 24-hour smooth duty information. Once an emergency situation occurs, it is necessary to promptly activate the emergency plan according to regulations, handle it properly, and report it promptly. The main and responsible persons of each unit should strengthen inspections during the holiday period.
2. Housing and construction departments and their engineering safety supervision agencies in various regions should have a clear understanding of the number of ongoing construction projects during the holiday period, especially for sub projects with high implementation risks. Corresponding on duty personnel should be equipped according to the actual situation to carry out safety inspections during the holiday period.
3、 Strictly verify the safety conditions before resuming work
Before resuming work after the Spring Festival, each unit's project department should strictly follow the post holiday resumption procedures and grasp the resumption conditions. Conduct a comprehensive inspection of various safety protection facilities and construction lifting machinery on the construction site; Ensure that key project leaders, full-time safety officers, and other management personnel are fully deployed to their positions to fulfill their duties; Carry out pre job training for all employees, and those who have not received pre job training are not allowed to work. The construction unit shall take the lead in organizing the construction and supervision units to conduct safety production inspections before resuming work. The inspection results shall be signed and approved by the project manager, chief supervising engineer, and project leader of the construction unit, and shall be reported to the local engineering quality and safety supervision agency for re examination before resuming work.
4、 Do a good job in submitting information before and after holidays
Please submit the information of the safety production liaison officer, duty plan, and detailed list of ongoing construction projects during the Spring Festival period (Attachment 1) to the Municipal Housing and Urban Rural Development Bureau before the end of work on January 24th for all local housing and construction departments and municipal quality and safety stations. From now until the Spring Festival holiday, the statistical table of housing and municipal engineering projects and personnel flow, as well as the statistical table of safety production inspections before the end of the year and the beginning of the year, will be updated online before 17:00 every Monday (see attachments 2 and 3).
